[Halld-offline] Yet another new version of Build Scripts: 2.20

Folks,

The changes to environmental clean-up in version 2.19 were a bit 
overzealous. HALLD_VERSIONS was getting cleaned when it should not have 
been. Thanks to Tyler Hague for pointing out the error. Find the release 
notes for version 2.20 here

below. This new version is now installed at JLab.
