[Halld-offline] work disk delayed still

Folks,

I spoke to the Computer Center this afternoon. The final rsync of the 
work disk files to their new home is taking significantly longer than 
anticipated, even after accounting for the 18 TB that came in at the 
last minute. Out of an abundance of caution we are letting the rsync run 
its course (it appears to be making progress).

If the process does not complete overnight, then we will have to rethink 
the plan. Note that the original files on the original disk servers are 
all intact; it is the copy that is causing the delay.
