[Halld-offline] New required packages: python3-devel and boost-python36-devel

Folks,

The latest version of Diracxx requires two new packages:

  * python3-devel
  * boost-python36-devel

on RHEL7 and CentOS7. They have been installed on all farm, ifarm, and 
jlabl? machines for a week or so. They were installed on the gluons on 
Monday and on sandd1.jlab.org yesterday.

Those of you maintaining builds on non-Computer-Center-managed nodes 
need to install these packages. To you, I apologize for the lateness of 
this message.
