[Halld-offline] new recon-launch-compatible version sets

Folks,

There are now four new recon-compatible version sets out in the wild. 
They are:

  * recon-2017_01-ver03_31.xml
    <https://halldweb.jlab.org/halld_versions/recon-2017_01-ver03_31.xml>
  * recon-2018_01-ver02_23.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_01-ver02_23.xml>
  * recon-2018_08-ver02_22.xml
    <https://halldweb.jlab.org/halld_versions/recon-2018_08-ver02_22.xml>
  * recon-2019_11-ver00_3.xml
    <https://halldweb.jlab.org/halld_versions/recon-2019_11-ver00_3.xml>

These version sets use halld_recon versions that have Sean's recent fix 
to the tagger fix 
<https://github.com/JeffersonLab/halld_recon/commit/f1740c5c4a42a4cef89ed2c938e2b6252b43c3df>. 
They have the same versions of halld_sim, hdgeant4, and 
gluex_root_analysis as version set 5.2.0 
<https://halldweb.jlab.org/halld_versions/version_5.2.0.xml>.
