[Halld-offline] new recon-launch-compatible version sets

Folks,
The version set file for the 2019_11 run period was mis-named (it should
refer to ver01). Thanks to Alex A. for pointing that out. In addition to
the version set file I mentioned in yesterday's email, there were two
others so:
renamed: recon-2019_11-ver00_1.xml -> recon-2019_11-ver01_1.xml
renamed: recon-2019_11-ver00_2.xml -> recon-2019_11-ver01_2.xml
renamed: recon-2019_11-ver00_3.xml -> recon-2019_11-ver01_3.xml
The contents have not changed other than corrections to the filename
called out in the xml file themselves.
