[Halld-offline] New release of Build Scripts: version 2.10

Folks,

There is a new tagged version of Build Scripts, version 2.10. Find the 
release notes here

are also reproduced below. This version has been installed at JLab. The 
documentation has been updated to describe the new 
BUILD_SCRIPTS_CONSISTENCY_CHECK option
