[Halld-offline] New version sets: 4.38.0 and related recon-launch-compatible sets.

The following version sets have been built at JLab:

  * version_4.38.0.xml

They use new releases of the following packages:

  * halld_recon 4.26.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.26.0>
  * diracxx 1.0.1

except that the recon version sets use compatible versions of 
halld_recon, not 4.26.0.

Version set 4.38.0 will become the default at JLab tonight at midnight.
