[Halld-offline] [EXTERNAL] new wiki HOWTO

In support of Thomas and Peter's work on the MCWrapper to add support for
running the simulation as a Monte Carlo generator for Bethe-Heitler and
triplet conversion events in the liquid hydrogen target, I have added a new
detailed wiki page describing how this is done and how to interpret the
results.

At the bottom of that page is a table of measured event generation rates
for various options of the GENBEAM card. These rates should be helpful in
configuring MCWrapper to support these options, so it chooses appropriate
chunks of events to assign to individual jobs.
