[Halld-offline] New version set for simulating 2019-11 data

Folks,

Sean and Alex A. asked me to put together a version set appropriate for 
simulating data from the 2019-11 dataset. Sean had to make some 
backports of the tagger energy scheme onto the version of halld_recon we 
have been using for the recon launches over this data. With that done, 
I've tagged and built a new version set: recon-2019_11-ver00_2.xml 
<https://halldweb.jlab.org/halld_versions/recon-2019_11-ver00_2.xml>. 
This version is now available from the MCwrapper web interface.
