[Halld-offline] New version set for simulating 2019-11 data

I forgot to mention, the build of this version set failed on RedHat 8 
since the version of HDDS used in the recon launch pre-dates changes to 
allow scons to work with Python 3. I am guessing that the need for this 
version set on RHEL8 is slim to none so I am leaving the build on that 
platform in its current broken state.
