[Halld-offline] Doxygen sites for halld_recon and halld_sim

Folks,

I don't actually remember the details of how this came about, but you 
can access Doxygen sites for both halld_recon and halld_sim here 
<https://halldweb.jlab.org/doxygen/>. They are an adaption of pages that 
David Lawrence put up years ago.

The cover pages are the same, but if you look at the underlying pages, 
they are differentiated into recon and sim. The pages are generated once 
a week.

Note that although I set up the cron job, I have not browsed these sites 
in any detail. Don't know how useful they are at present, but as we 
discussed at the last software meeting, they could serve as a base for 
improving our documentation regime.
