[Halld-offline] Tape Library Offline for robotics Issue

The tape library is currently out of operation due to a robotics 
failure. We have a case open with the vendor. A technician will be on 
site first thing tomorrow morning to diagnose and repair. Estimated time 
to repair is by noon tomorrow.

During this tape library outage, we will still be able to pull data from 
the halls to store on disk in the data center pending the repair, but 
jmirror will not delete the source files until they are on tape.
