[Halld-offline] New release of Build Scripts: version 2.30

Folks,

There is a new version of Build Scripts, version 2.30 
<https://github.com/JeffersonLab/build_scripts/releases/tag/2.30>, that 
fixes some self-inflicted wounds having to do with building Diracxx for 
current and future Linux distributions. It has been installed at JLab.
