[Halld-offline] Transition from swif to swif2

Dear colleagues,

On March 1st, 2022 the Auger and SWIF version 1 commands will no longer 
be available on the JLab farm. They have been superseded by the Slurm 
workload manager and by SWIF version 2 (swif2).

I gathered the relevant information on a wiki page:

If you are using the official scripts to run hd_root or the DSelector, 
please update your launch.py script with svn or git and use the swif2 
commands until March 1st. You are encouraged to make the switch before 
February 8th, when swif(1) will start to experience a reduced scheduling 
capacity. On March 1st, the swif command will become an alias for swif2.
