[Halld-offline] New version set: 5.5.0

Folks,

A new version set has been tagged and built at JLab. It is 
version_5.5.0.xml 
<https://halldweb.jlab.org/halld_versions/version_5.5.0.xml>. New tags 
in this release are for halld_recon, halld_sim, hdgeant4, and 
hd_utilities. It will become the default at JLab at midnight tonight.
