[Halld-offline] New version sets

Hi offliners,

I tagged new releases for halld_recon, halld_sim and hd_utilities. This is mainly to incorporate a fix to mcsmear and some small changes to the recon compatible version of halld_recon. The new version set containing these new releases is version_5.11.0.xml. It was built for our various standard operating systems and it will become default at JLab at midnight tonight.

I also created and built new version sets compatible with the data reconstruction of our 2017-01, 2018-01, 2018-08 and 2019-11 beam times. 
recon-2017_01-ver03_36.xml
recon-2018_01-ver02_28.xml
recon-2018_08-ver02_27.xml
recon-2019_11-ver01_9.xml
recon-2017_01-ver04_3.xml (this is just a softlink to the 2019-11 sw)

They should also soon be available on the OSG.
