[Halld-offline] hallddb intervention

Dear Colleagues,

The replication from hallddb to the read-only hallddb-farm servers has 
stopped sometime last week due to a faulty transaction. To restart the 
system, Marty has to make a snapshot of the master server, which 
requires it to be set to read-only for about 10 min. He can then use 
this coherent snapshot to reload the slaves one-by-one.

Unless there are no objections, we plan to start this intervention at 
2pm today. I will send an update once it completed successfully.
