[Halld-offline] Monitoring Launch 2023-01 ver10

Dear Colleagues,

We just completed the latest monitoring launch for the 2023-01 GlueX-II 
data set. We successfully reconstructed 5 files for 552 runs with the 
RCDB query "@is_dirc_production and status>0". The 5 files were selected 
evenly spaced throughout each run. This launch used a new algorithm to 
remove small after-pulses in the CDC, which may have a minor impact on 
the reconstruction efficiency.
