[Halld-offline] New version sets: version_5.20.0.xml and tests

Dear Colleagues,

I tagged new releases and made builds with the new version set 5.20.0. 
This includes updates to hdds, halld_recon, hdgeant4, 
gluex_root_analysis and hd_utilities. It will be used for the production 
of the 2022-08 PrimEx data, which is about to start.

In addition to that, I created 2 version sets for tests on AlmaLinux9:

1) version_5.20.1.xml has the latest RCDB version 0.09.01, which is 
python3 compatible. Until the rcdb database will be upgraded to the new 
schema, using this RCDB version will produce errors like:

> rcdb.errors.SqlSchemaVersionError: SQL schema version doesn't match.
> Retrieved DB version is 1, required version is 2
We plan to provide an upgraded database on the server next week (e.g. 
hallddb.jlab.org/rcdb2).

2) version_5.19.2_jana2.xml is based on Jana2. It includes fixes to the 
halld_recon branch "rasool_jana2" and should be used to continue 
evaluating Jana2.
