[Halld-offline] New version set: version_5.18.0.xml

Dear Colleagues,

We tagged new releases and made builds with a new set 
version_5.18.0.xml. This comes by default with CCDB v2, as we upgraded 
the CCDB mysql database to the new schema 5 earlier this week. CCDB v2 
is fully python3 compatible and should be used for reading and writing 
to the database on the new AlmaLinux9 platform.

Other packages that were upgraded in this version set: AmpTools, 
halld_recon, halld_sim, gluex_MCwrapper

The version set was built on CentOS7, RHEL8 and AlmaLinux9 as well as 
the AlmaLinux9 container.

FAQ for the CCDB upgrade:

* Legacy version sets built with CCDB v1 can still be used to read 
constants from the database on CentOS7.

* A schema 4 sqlite file can be upgraded to the new schema with the 
command 'ccdb db upgrade' after setting CCDB_CONNECTION to it.
