[Halld-offline] New reconstruction compatible version sets

Dear Colleagues,

We noticed a slight inconsistency since we last updated our CentOS7 
container. As a consequence, we had to recompile geant4, which caused 
problems with some older hdgeant4 versions.

The version sets for simulations of all GlueX run periods were updated. 
They completed compiling at JLab and in the CentOS7 container and should 
be considered the new default for MCWrapper simulations:

recon-2017_01-ver03_38.xml
recon-2018_01-ver02_30.xml
recon-2018_08-ver02_29.xml
recon-2019_11-ver01_11.xml
recon-2017_01-ver04_5.xml (link to 2019-11)

If your new MCWrapper projects fail, you may want to update the version set.
