[Halld-offline] Monitoring Launch 2023-01 ver13

Dear Colleagues,

We completed a new monitoring launch for the 2023-01 GlueX-II data set. 
This monitoring launch should be the final check before we start the 
REST production. We successfully reconstructed 5 files for 527 runs with 
the RCDB query "@is_dirc_production and @status_approved".

The usual monitoring plots can be found on the new PlotBrowser page:

We also included the new Heli_online plugin to determine the helicity of 
the electron beam and reconstructed one full run #121100 to check the 
results. The output text files can be found in this directory:
//cache/halld/offline_monitoring/RunPeriod-2023-01/ver13/helicity/121100//

All merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2023-01/mon_ver13/rootfiles/

The REST files, random trigger skims and several root trees are saved on 
cache:
/cache/halld/offline_monitoring/RunPeriod-2023-01/ver13/REST/
