[Halld-offline] New version set: version_6.1.1.xml

We identified two serious bugs in the halld_recon tag 5.1.0, which were 
fixed in 5.1.1:

  * PR #921: Wrong use of GetSingle() causing crashes in DEventWriterROOT
  * PR #911: Program crashing with multiple evio input files

We updated it in the version set 6.1.1, all other packages remain the 
same as in 6.1.0. The new version set will be come the default at JLab 
tonight.

Thanks to Raiqa and Sean for fixing the bugs.
