[Halld-offline] TOF recalibration done

Hi All

the re-calibration of the TOF is done. I re-calibrated every 50th run 
hoping it does not need
finer steps.
I updated CCDB with the new values and removed the "bad" lables from the 
TDC table.
The only thing left is to updated the Translation table for the 2023 run 
period so select
the proper channels. Once that is done a short monitoring run will 
hopefully establish
that everything is peachy.
