[Halld-offline] TOF recalibration done

Thanks Beni, I uploaded the updated Translation Table for 2023 (runs 120000-129999) to CCDB this morning

It only differs from the previous version for that run period by these 5 TOF channels.  From that perspective we’re ready for a new monitoring launch to confirm it has the expected effect.

the re-calibration of the TOF is done. I re-calibrated every 50th run hoping it does not need
finer steps.
I updated CCDB with the new values and removed the "bad" lables from the TDC table.
The only thing left is to updated the Translation table for the 2023 run period so select
the proper channels. Once that is done a short monitoring run will hopefully establish
that everything is peachy.
