[Halld-offline] New version set: version_6.1.0.xml

Dear Colleagues,

We just built the new version set version_6.1.0.xml. It includes major 
changes to halld_recon such as performance optimization and fixes 
intended for the 2023 REST production. The packages halld_sim, 
gluex_root_analysis, hdgeant4 and hd_utilities also underwent minor 
improvements.

The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container. It will become the default version set before 
midnight tonight.
