[Halld-offline] New version set: version_6.3.0.xml

Dear Colleagues,

We built a new version set version_6.3.0.xml. It includes major 
developments in halld_recon, including an important bug fix that could 
lead to memory leaks or segmentation faults when processing hddm input 
files.

The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container. It will become the default version set before 
midnight tonight.
