[Halld-offline] New version sets: version_7.1.0.xml

Dear Colleagues,

We built a new version set version_7.1.0.xml with updates for 
halld_recon, halld_sim and gluex_root_analysis. It is based on root 
6.32.08 and compiled with c++20, which will be the default from now on. 
The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container. It will become the default version set at JLab 
before midnight tonight.
