[Halld-offline] CVMFS JLab Stratum 0

Dear Colleagues,

I am happy to announce that JLab is hosting a CVMFS Stratum-0 service 
now and we successfully mirror the software stacks and auxiliary files 
necessary to set up your container environment. You can find the files 
under:

 > /cvmfs/jlab.opensciencegrid.org/halld/

It is synced to the relevant folders on the group disk about once every 
6h and completely equivalent to

 > /cvmfs/oasis.opensciencegrid.org/jlab/halld/

which it will replace long-term. So far, we are actually using a 
different folder for our offsite production and MCWrapper operations, 
which we may deprecate at some point:

 > /cvmfs/oasis.opensciencegrid.org/gluex/group/halld/

In the process, we also backed up and deleted the builds for many 
defunct operating systems from the group disk:
