[Halld-online] [Halld-offline] SCONS, CLAS12, DAQ group and Hall D

I agree with David that the end must justify the means. Also it is a  
little strong to say that the DAQ group has adopted SCONS. Carl has  
been trying it. No formal decision has been made as far as I recall.
