[Halld-online] MantisBT bug tracking system for Hall D

Hi,

The Mantis bug tracker is ready for people to test from off site.  I 
think Mantis is a good choice, both for the offline and online.  I'm not 
sure if we'll need a separate database for the two.

To get started, use the following link:

    https://halldnew.jlab.org/mantisbt

Log in with your JLab CUE account name and password.  If I recall you 
will quickly get a registration email.  Follow the link in the email to 
complete your registration.

Feel free to make bug reports of any kind, reassign them, whatever.  
If/when we decide to go with Mantis I'll clean out the database.

Default privileges are "reporter."  Let me know if the default level is 
not adequate.  Also, I'm not sure if report email notifications are set 
up properly yet...
