[Halld-online] Doc on Hall D event unblocking

Hi,

GlueX-doc-1886-v1 in the DocDB describes initial plans for event 
unblocking in the Hall D DAQ system.  It represents about 50% of the 
total work required for the 12GeV line item "Plan DAQ Software Event 
Unblocking."  We need results of some DAQ group tests to complete the 
document (I understand we will get these results well before the end 
date of the line item).

This document was reviewed by Carl Timmer in the DAQ group.
