[Halld-online] Hall D Policies for Using Online Directories and Accounts adopted today

Hi,

Some additions to the directory structure.

The configuration of the L1-trigger (trigger related modules) will
be done from /gluex/setups (other dirs are under discussion)

Some driver/script releases will be places in the
/gluex/release /gluex/devel

All installation will be done under hdsys.

Other directories may be needed.
