[Halld-online] General use setup facility

Dear Onliner’s,

  I have created a general use setup facility on the gluon cluster that can be used to quickly (and repeatedly) switch between package versions. The idea is to centralize the setup of these so it is easy for someone to switch their environment back and forth between versions of a software package. For example, sim-recon, JANA, EVIO, EPICS, CODA, etc…. I have placed a few example scripts in /gluex/etc/setups/csh for now. I have also documented this on the wiki page linked below. Hopefully, it is obvious and easy to see how to expand this. Feel free to add to this.
