[Halld-online] Directory names in /gluex

Hi,

I see a problem brewing concerning directory names and files in /gluex 
(and its subdirs).   Some names are a bit too generic, and some 
identical names appear both in main directories and in subdirectories 
(e.g. "setups", "cool", etc).

In order to avoid confusion and ensure no one accidentally works in the 
wrong directory, I propose we use clear and distinct functional names in 
/gluex, and allow generic names in subdirs where there should be no 
confusion.

We will make this change for online dirs, except for those that are 
already well established, e.g. "/gluex/builds".

I further propose we move /gluex/devel, /gluex/release and /gluex/setups 
into /gluex/level1 or a similarly named directory (/gluex/l1trig?) that 
makes it clear these directories are solely for use by the level1 
trigger group, and that no one else should be touching them.

Finally, a number of subdirs of /gluex will disappear once we get the 
official release of CODA3 (next day or so, I hope).  These were created 
when we were installing CODA piecemeal into /gluex, prior to the 
existance of /gluex/coda.

I believe these changes are quite simple, can be made very soon and are 
easily accommodated by all uses of the online cluster.
