[Halld-online] JLab Module Data Format

Hi,

GlueX-doc-2365 holds Dave Abbott's proposal for the front-end module 
data format.

This format is implemented by Ed J's latest FPGA code, which Mark D will 
soon begin downloading into all the FADC250 and F1TDC modules in the 
hall and counting house.  This is also the format Dave L assumed when he 
wrote the EVIO data source for JANA, and the one implemented in the 
mc2coda facility (which writes MC data into EVIO files).
