[Halld-online] Hall D Hardware Permissions Protocol

Hi all,

In the interest of preventing further misunderstandings, please adhere 
to the following regarding permissions in handling all the electronics 
in the racks in Hall D. The permissions list is as follows and only 
those listed are authorized to handle such items:

1. All racks, crates, chassis, modules, electronics, cabling - Hall D 
electronics (Fernando, Nick S., Chris S.) and Mike K., Shukui Z., Fay 
H., Robert N., Chad, Carlton.
2. Trigger HW [trigger racks, trigger fibers, patches] - FEG (Chris C., 
Ben, Hai, Nick N.) and Alex, Serguei P.
3. Controls HW (except solenoid) - Hovanes, David B.
4. DAQ & Telecom HW [ROCs, telecom fibers, patches, servers, switches] - 
Elliott, Marc D., David A., Bryan M.
5. Detector specific HW - Lead at JLab.

Adhering to this protocol will hopefully lead to efficient deployment of 
resources and improved QC.
