[Halld-online] /gluex/Users created

Hi,

Just as we have in /group/halld and /group/halld-online, there is now a 
user shared area on the gluon file server:  /gluex/Users.  I should have 
created this a while ago.  This dir is under the halld group, same group 
users are in, and has the group sticky bit set.

You should be able to create dirs here if needed shared for code and 
code development.

Important note:  you can always work in your home dirs on shared code, 
then check it into svn so that others can get it.  This is often a 
better model for sharing code as compared to having many people work in 
the /gluex/Users area simultaneously.  And there are scratch area on the 
gluon machines and file server for temporary work.

It is important not to develop a parallel software system in 
/Users...code destined for general use should reside in our code 
management/build system and be released according to our release rules 
and conventions.
