[Halld-online] Minor change to Hall D online env vars

Hi,

I propose a minor change to our use of env vars in the online. Currently 
HALLD_INSTALL_DIR is used for two purposes:

1 - where to find current working code
2 - where HDSYS account should install into

We need to separate these two.  My proposal is, in analogy with the 
offline, to use HALLD_ONLINE_HOME for the former and continue to use 
HALLD_INSTALL_DIR for the latter item.

Typical users should see no change as this mainly involves action 
behind-the-scenes, but power users may be affected.

Unless someone comes up with a better idea I'll implement this change by 
the end of this week.
