[Halld-online] New Online package evioUtils

Hi,

I created and installed a new package evioUtils (like etUtils) to hold 
assorted utilities for dealing with evio files.  Mark is working on one 
right now that dumps evio data into Root files. Anyway, feel free to 
stash similar utilities in the new package in the binsrc dir, and modify 
the SConscript file to add dependencies if needed.

I'll create others as the need arises, e.g. cMsgUtils or codaUtils or 
whatever...
