[Halld-online] Increased delay for copying files to tape

Hi All,

  Just a heads up that the script that moves the data files into the volatile directory and then
sets a link so that they can be copied to tape has been modified. It will now only move the
file and set up the copy to tape if the file has not been modified in 60 minutes (previously
it was set to 10 minutes). This is because a cosmic run with mode 7 was noticed to be
prematurely moved.

This means that the time it takes for files to show up on tape has been increased by  50 minutes.
We will want to set this back to 10 minutes before taking beam data again, but for the time
being, we’ll keep it at 60 minutes.
