[Halld-online] [New Logentry] cMsg server for CODA 3.05 on gluon46 and gluondb1

A cMsg server for CODA version 3.05 has been configured to run on gluon46. This is running RHEL7 which uses the new systemd mechanism. The service file created for this is "/etc/systemd/system/cmsgd.service" (the contents are copied below). This server is intended for ROOTSpy traffic so it may use the higher bandwidth IB network. The other cMsg server running on gluondb1 is still available, and has been updated to also run the CODA 3.05 version. The ROOTSPY_UDL set in /gluex/etc/hdonline.csh has been updated to point to the new gluon46 server.
