[Halld-online] [New Logentry] C/C++ evio-5.0 recompiled

I recompiled the C/C++ part of evio-5.0 (part of CODA 3.05) with debugging symbols turned on.
A couple of things to note:

- Only the C/C++ part was recompiled, not the java
- Debug symbols were added by editing the SConstruct file and adding '-g' to CCFLAGS. I did NOT use the
  built-in mechanism since that adds a suffix to the compiled libraries which would require modification to
  our build system and recompilation of all of our code
- Because there were no substantive changes and evio is linked as a shared library, no recompilation
  of other programs should be required.

In principle, this should not affect anything. In practice, the program I was having problems with and motivated
this whole exercise seems to now be working when it was crashing before (??) I am therefore left to conclude 
that this only fixes problems and does not cause any  :). If you find evidence to the contrary, then please let me
know.
