[Halld-online] New RunPeriod and run number range

Hi All,

 I’ve had the Computer Center create new tape volume sets for RunPeriod2016-10.
I plan to switch the online over to this sometime today. At the same time the run number
will be set to 20000 so that all runs (cosmic or otherwise) will have run numbers in
in this range. Let me know if this causes issues or concerns for anyone. I’ll make
a log book entry once the deed is done.
