[Halld-online] [New Logentry] memoryuse limit set for hdops on gluon47

The memory use limit for the hdops account on gluon47 has been set to 20GB. This is to address the large memory footprints of many RootSpy processes with new, large DIRC monitoring histograms. The limit is set in the ~hdops/.hdops/tcshrc file. 

This will cause malloc to start returning NULL for any process trying to allocate memory above the limit (which will likely cause the program to die).
