[Halld-online] [New Logentry] Monitoring switched to PrimEx mode

The online monitoring configuration was reverted to settings for PrimEx from what was used for DIRC commissioning. Namely:

1. epics2et configuration changed to remove TOF/PS/SC scalers (put in for CPP trigger test) and restore CCAL position variables

2. hdmon configurations changed:
  - removed DIRC_online plugin
  - updated CCDB timestamp to be 2019-02-25 (i.e. next Monday)
  - switched back to using sqlite versions of CCDB and RCDB copied to local disk (for faster startup of monitoring)

3. RootSpy GUI configuration switched back to "primex" (via ~/.rootspy configuration file)

4. Switched build back to master controlled via hdsys account (via the /gluex/etc/hdonline.csh file). The latest code was pulled from master and built.

These changes should take place starting with run 61006.
