[Halld-physics] proceedings for NSTAR 2013

Hi,

I gave a talk at the NSTAR 2013 workshop in May,
and have written up a proceedings. The talk was mainly
on my thesis results from CLAS, but I did have a small
part on GlueX, which is mentioned in the proceedings.

I have put in one paragraph on GlueX, and would like to
make sure everybody is OK with it. Please send me any
comments or questions.

Hopefully we will have more GlueX talks in the future,
and I was wondering if we should decide on how proceedings
should be handled and approved.
