[Halld-physics] proceedings for NSTAR 2013

Hi Kei,
Your NSTAR 2013 proceedings read very well, my apologies for the delay.
For the time being, until we have real GlueX data and physics results, I think it will be sufficient to send out proceedings to the physics working group and to ask for comments. I will try to keep track of what has been submitted.
