[Halld-physics] Monitoring Launch: 2016-10 ver02

Dear Colleagues,

Over the weekend, we ran a first reconstruction of the 2016-10 data set. 
In contrast to previous monitoring launches, we already produced the 
full data sample.

I will start the post-processing now and the usual monitoring pages will 
be updated soon:
