[Halld-physics] PAC material in the GlueX Wiki

I have slightly re-arranged the links to the PAC-related material, and
added information concerning PAC45.

Public Wiki: look for the PAC link on the main page. There are links
either to open-to-public documents, or protected documents stored
elsewhere.

Private Wiki: look for the PAC link on the main page. It contains
either links to local files (protected) or to files elsewhere
(protected or not). There are links to the submitted material and the
TAC reports.

A couple of comments:

a) The JLab public PAC45 page has no links yet to the material
submitted.  Eventually the proposals will appear under the
"archive" link.  Neither the TAC reports nor the LOIs are made
public. There is a "secure" page containing all the material, for the
TAC people, PAC members etc.

b) The proposals for Hall D are copied to GlueX DocDB by the
proponents. The DocDB default limits the read access to the members of
the "halld" Unix group. BTW, the DocDB document is not necessarily
identical to one submitted to PAC (indeed, I found that one of the
PAC45 submitted proposals had a date different from any of the DocDB
versions).
